§416.14(m): CPR and first aid certification
The rule requires at least one caregiver with a valid CPR and first aid certification to be on the premises during all of the program's operating hours. A citation under it means the program was not meeting that requirement when it was cited.

The state's wording
All child care programs must have at least one caregiver who holds a valid certification in cardiopulmonary resuscitation (CPR) and first aid on the premises of the child care program during the program's operating hours.
This is the text the state (OCFS) attaches to the citation. It is a template, so it can sound harsher or vaguer than the finding behind it.
Worth asking the provider
Who holds the CPR and first aid certification, and when does it expire?
Reading it on a record
Look at whether the citation is marked open or corrected, how long ago it was cited, and whether the same section shows up on several inspections. One corrected citation is common. The same one on visit after visit is worth a direct question. Our guide to checking a daycare and methodology explain the rest.
